Only you can choose whats "good" or "better" so it may take some time for you to find it. I suggest using a search engine like google.com.
I found several choices here> -- >

If you are going to post anything at all, be helpful. I should delete that post, it is rude. qwerty is asking a valid question, and I for one know it is very difficult to find services for windows.
qwerty, as I just said, finding services for Windows can be difficult, and you have very few options when it comes to services for windows. Here are a few you can look for:
WinSE
http://winse.ath.cx
Anope
http://www.anope.org
IRCservices (i think)
http://ircservices.za.net
Auspice (very buggy tho)
LakeServ (worse than Auspice in some cases)

IRCservices will require
Cygwin, however.

Make sure you read the documentation over on
http://www.ircservices.esper.net (anyone know if they're going back to .za.net?)
As for your problem, try moving those files into the "lib" subdirectory and renaming them appropriately.
And uh, I'll just say that WinSE's not... ready yet, shall I?

I
DO NOT recommend LakeServ.
From another thread:
Stealth wrote:The last time I used LakeServ was when version 6 revision 2 was out. It had some major bugs, and shortly after became an abandoned project. To my knowledge, the porject is still abandoned and still has most of the major bugs.
Bugs I experienced were:

Forgotten nicks. LakeServ would fail to recognize users were online.

LakeServ would not hold a very good connection, even on localhost.

Half of the OperServ functions did not work.

Many nick and channel functions did not work.

Channel access lists were screwy.
And to add to that: LakeServ did not come with very many features, and I believe LakeServ is still an abandoned project.
