Hostile username?

Someone's trying to connect to our server with the username Stickieee. They're getting this error:

I tried Googling for solutions, and checking the FAQ, but to no avail. Can anyone help?

"Stickieee" is a nick, not a username. The part the server is rejecting, is the username, which is the bold part here:
nick!username@host

Okay. He doesn't get any problems with other IRC servers though, is there some config option I can change on the server to make it allow that username?

No, you can not change that.
Tell him to use a "real" username and not only special characters...
