Link denied Server is in link block but IP/host didn't match

[11:05:33] *** LocOps -- Link denied for irc-1.(unknown@24.) (Server is in link block but IP/host didn't match) [@24.]
[11:05:43] Notice -- No response from irc-1.[67.11.229.130], closing link
[11:06:54] Notice -- Connection to irc-1.[67.] activated.
[11:07:09] *** LocOps -- Link denied for irc-1.(unknown@24.) (Server is in link block but IP/host didn't match) [@24.]
Of course I cut out the Ip addresses and server names. What does this mean and how do I fix it? This happened after a split I think.
fixed ugly colour codes - helps to actually be able to read the message in future 
--mod
