By reading protocol documenation.
NOTE: Using raw commands is DANGEROUS and can destabalize your server. If you dont know EXACTLY what your doing, and EXACTLY how it will desync your servers/services/etc, DONT USE IT.

As Jason said, RAW commands are BAD!
RAW is a developer tool only, and should only be used by people who know what they are doing. If you need to ask where you can find information on RAW commands, you clearly do not know what you are doing.
You will not get help woth RAW commands from here.
