"how to add oper flags to users through operserv"

hey i have ran through all FAQ.
and i've run through all the files and docs on this forum
i've even searched this forum on this subject and still no replies,
i've been told you can add flags to existing opers on the network
without hard coding them inside the operblock in the .conf file
my question is, is this actually possible as adding them
through the likes of operserv
reason being i've seen the commands to add oper or admin
but it only says the following for both
it doesnt say about adding flags to users which brings me to
the next question if you can add a oper/ or admin to the network
its obvious there set with default flags for each settings
so where is this default setting block? or am i just missing something
