How do i turn on were when a admin or globel op joins a chan its auto op

That feature does not exist. It is a bad idea. It is abusive. Check out anope's SUPERADMIN setting, it will give everyone who turns it on on themself (accessible to services admins and roots) founder access in all registered channels. Or just have them +o themselves...

Aside from all that, if you give your op the can_override flag they can do everything an op can do without being opped.
