Hi with unreal ircd on windows what are the user modes? like is it +v is + and +o is @ and +a is & and +q is .

+a = &
+q = ~

No matter which OS you run it on.

The correct order is
+v = +
+h = %
+o = @
+a = &
+q = ~

+q is higher than +a

This order is also displayed every time you connect to your server:
PREFIX=(qaohv)~&@%+
