It was Unreal3.2.3-SSL that i tried to install. I use windows xp. I used to be able to do this ircd thing, I would go to ath.cx and update my static ip then just turn on the IRCd and I could connect to my server but I forgot how to work with this unreal. help.

You must be coming from a really old version ;p.

I removed/uninstalled and it all and reinstalled the regular non-SSL version:

* Loading IRCd configuration ..
[error] Couldn't open "unrealircd.conf": No such file or directory
[error] Could not load config file unrealircd.conf
[error] IRCd configuration failed to load

where do i get the config

You *make* one :p (usually based on doc/example.conf - but read it carefully).
