Can I ask why numeric 317 (the "Ron2K has been idle 12mins 28secs, signed on Sun Jan 15 13:15:39" part of a /WHOIS) is only sent if the target user is on the same server and never sent if the target user is on a remote server?

Only the user's server actually has that information.

(If you do /whois nick nick you get the idle time though ;) .)
