one person atack my IRC and he put down my irc with dos atacks i think, the error of the ircd when i put ./unreal start :::: - Error binding stream socket to IP 207.126.116.30 po

DoS attack? Um... all I dare say is try `shutdown -r now`

A reboot doesn't fix a DoS attack. You have to Null route the IP.
Anyway, that error message has nothing to do with a DoS attack. It has to do with the fact that an IRCd is already running on that IP:port!
