Whats with tmp?

Is there a reason Unreal copies modules/remote includes to tmp?

Yes.

Modules: If the modules were not copied to tmp, and you needed to update one, you wouldn't be able to add the new one and rehash.

Remote Includes: It needs to keep those somewhere :P
