how to disable auto-op on void channels ?

Hello,
I'd like to know if it is a solution to disable the auto-op => the fact that when a channel is void (= doesn't exist), and when somebody enters on this new channel, he automatically have the chan control.
Is there another solution than installing a ChanServ ?
