preventing module to be used without a new chan mode

I would need to change a module so users can only use it to send messages to channels with a defined channelmode which preferably will only be settable by ircops.
What do i need in the module? I've looked at some modules creating new channelmodes but so far only been confused.
How do you check is a channel has the required channel mode?
