Help me please. How I Can add Co-Master 
Ok first question would be which services package are you refering to?
Examples being Anope, IRC Services, etc...

You seem like youre not sure? You can easily find out by typing "/raw version services.*" into your IRC client. That is of course if your services server is called services.something. If not replace servics.* with the name of your services server. To find that have a look at /map and/or /links
