Can you help me out?

I have this strange problem with my copy of anope and unrealircd.

Chanserv is kicking and banning everyone who joins in a certain channel I have on my server (It does not do this on my other channel).

I can only stop this behavior by doing either one of two things:

Make the person register and identify with nickserv and then I add them to the aop list

-OR-

I set the restricted mode off.

My modes for the channel are:

[1:28am] *ChanServ* Options: Topic Retention, Peace, Private, Secure, Secure Founder, Signed kicks, xOP lists system
[1:28am] *ChanServ* Mode lock: +knprst ofnuj747

Does anyone have any ideas?

That's because restricted mode only permits people on the channel access list to join the channel. There's nothing strange about that, it's by design.
