http://www.google.com/search?sourceid=n ... rcd+shells

I got 6,480 matches. Not really hard to find it on your own...

Well, phpmemx seems friendly... they ARE donating the webspace for this forum, aren't they? :D

http://www.outlandz.net/ is my current shell provider. They're great.

And 25ish human users (without fservs/xdccs/bots) don't use that much bandwidth. You'd probably be fine with outlandz's 10GB $8/month IRCd starter shell (and it includes 3 bg processes, enough for 1 IRCd, 1 services, and 1 NeoStats process).

dont EVER use viroteck.net -- They may be fairly cheap, but they have the worst downtimes EVER in the history of man (I speak from experience...)

**edit**
They since went out of business, and I now own their domain name - so we'll see if I can do better ;)
