When ever I try to connect to my server, I get the connection refused error, what could be the problem? I have tried Localhost and 127.0.0.1

First off, have you RTFM.
Secondly, check you have opened the ports (using the listen directive in your conf)

I have already solved the Connection Error. Now I am having trouble starting the Unreal program. I click on the icon and it won't start up

Ok, well. If you read the f***ing manual (the FAQ in this case... you would have seen
http://www.vulnscan.org/UnrealIrcd/faq/#41
"Booting - Windows - It doesn't start?? nothing happens!
Check services.log (or ircd.log) and fix your errors. "

i've used the windows version of unreal before, and i'm pretty sure it doesnt bring up a window, it runs in the background.

depends how you install it . You get run with gui or install as service . Still doesnt stop you going to c:\program files\unreal3.2\unreal.log and reading the file
