ogm!!1 i need help!!

my friend gave someone o lines but then they abused it and set noop mode on and he doesnt know how to take noop mode off so if u know how to please post here!!
Simple answer: shut the IRCd down.
Other answer: link another server, gain control over services, turn noop off.
Hint:
If using *nix you can use "./unreal stop" to shut down the IRCd, "./unreal rehash" to rehash, etc...
If using windows you can do the same only its "unreal.exe" instead of "./unreal"
In both cases you need to be using a command prompt/terminal and need to be in the directory in which Unreal was installed.
