Hello, I have been trying to run Anope Irc Services with Unreal. I have been told that Unreal needs to be set up as a hub so that services can connect to it. I DID NOT compile it myself, I downloaded this from the main site.

Well from what you pasted Unreal wasnt compiled with hub support built in, so my guess is, whoever compiled Unreal for you didnt set the hub option.
h : Server is compiled with hub support (#define HUB or answer "Hub" to relevant ./Config prompt).
So did you compile Unreal yourself or did you download it from http://www.unrealircd.com ?
