The configuration file (unrealircd.conf) goes within the Unreal3.2 directory.

and that directory goes onto a website - correct?

No, it should be located at /usr/home/username/Unreal3.2. When you first sign in your shell type cd Unreal3.2. The configuration file should be uploaded to this directory only.

Of course, /usr/home/username/Unreal3.2 is just an example, not a strict rule. You can put the Unreal3.2 directory wherever you want and you are allowed to. (By the way, on some systems users have their home directories under /home, and not /usr/home.)
You should know the answers to all these questions if you have a basic Linux/*NIX knowledge, which, as
question #3 of the FAQ shows, UnrealIRCd requires.

Have you got a shell at all? We can't tell you where your shell is. And this is Unreal3.2 support, not the place for *NIX questions. If you want to run UnrealIRCd and you have Windows, I suggest you to try the Win32 package first.

If you don't know what a shell is, and you don't know what win32 means, then I really suggest you do NOT run an IRC server at this time. It's like you're attempting to walk across the street with your eyes closed!
