Service Deinal to Normal users

Is there a way so chanserv & nickserv will only serve IRCops instead of serving everyone else

Services were basically designed for normal users, although there are some options you can use to limit as many functions as you can to IRC ops and Services Opers/Admins only. For example, IRCServices has such options like NSEnableRegister, CSEnableRegister, SSOpersOnly, etc.

Setting NSEnableRegister to off denies almost everything from normal users, since users without registered nicknames can't register channels and can't have memos either.

Also you can (ab)use Anope's Defcon system to make Anope silently ignore non-opers.

not much point in having services if users can't access them. The only smart system which I hate to say is apart of the last version Auspice I've used, had a built-in mode that warn/kick/banned users who flood services. Out side of that, might as well not have any services. Because again, services where users can't access is pointless, because you can just change whatever mode services would...
