why i cant load them ?

Assuming youre using Anope, check the log file to see why they wont load.

On a side note, if you do load os_raw, dont expect support from Anope's team.

If you are using Anope and set LogChan in the config you can do a /os set logchan on. Join the logchan and try to load the modules and it will be a little bit more descriptive about why it can't load them.
