Considering Unreal ships with neither, the question you should be asking yourself is why are the old versions installed on YOUR system?

The only thing UnrealIRCd ships with by standard is TRE and cAres under /extras/, of which TRE is set to be replaced in the next release (whether be 3.2 or 3.3 from both todo lists I believe) and cAres is also setup to be updated to the latest release in the next release, but even at that its not exactly ancient.
