I am trying to get this configured for comany use only. This will only be used for developers and QA personell in my company.

I have read the example configuration file and I cannot connect to the server using mIRC 6.15.

I have checked the log file service.log and fixed all the errors I was seeing in there. Now the log file says
* Loading IRCd configuration ..
* Configuration loaded without any problems ..

Currently I have this installed running as a service. And I have re-started the service everytime I tried a new option to be able to connect.

Any tips on where I should start looking so I can connect?

I got my previous issue worked out.

Now I am wondering if there is a way to only allow certain channels to be created.

A few tips:

1. Simply deny all channels with the "deny channel" block, and set exceptions for certain channels with the "allow channel" block. (You might want to set this on all servers of your network.)
2. Or if you have IRCServices, in its configuration you can also set CSEnableRegister to off, CSRegisteredOnly to on, and register only those channels which you'd like to allow. (This is a global restriction.)

This is a bit of a sidenote, but searchirc.org's IRCd only allows channels to be created by operators. It isnt Unreal, but it seems suited for your purposes.

On the other hand, I expect it would be more than possible to create a module restricting initial channel CREATION to operators, AngryWolf would be the one to ask on that.
