Is there a way to limit channel ops without having a nickserv setup? If not how do I go about creating a Nickserv and other services?

I have my UIRCD running correctly no errors but the first person that joins a channel is Op.

If I am correct, you want people to get deop'd on channel creation? (joining a new channel)
