some body pls help me, i want change oper status that

Bani is available for help. --> to ---> Bani looks very helpful

how can i do? pls

Firstly this is in the wrong board, as it has nothing to do with services. Secondly modifying UnrealIRCd's core is not supported. And thirdly, it may or may not be possible in a module, you will have to ask someone who can write UnrealIRCd modules for help.
