Setup has detected ...

Hello,
I had bought vps and trying to install UnrealIRCd, its Win Server2k3.
When running install file 'Unreal3.2.7.exe' I recive error :
'Setup has detected that UnrealIRCd is currently running.
Please close all instances of it now, then click Ok to continue or Cancel to exit.'
What should I do to setup it?
Do not install, any IRC client to the server.
