Problem with quit messages

The problem is that any user quit message (supplied with raw "quit :quit message") is not sent to users, nor shown in cF snomask notices. The only thing i can see is the quit prefix definied in configuration, and the nickname - exactly the same, that should be shown when no quit message is given.
The problem is not always reproducible: i have seen the correct quit message three times since i noticed this problem. I have tried all 4 network servers with the same result.
I'm using the Unreal for more than 3 years, and haven't noticed any such strange problem before.
