You can always use an except ban/except tkl block AND a ban user block or kline/gline to ban the ident. The except ban/except tkl would exempt your ip from the ban user block or kline/gline, and at the same time other users would still not be able to use the ident.

An alternative way is to just use the ban user block or kline/gline thenset your clients ident to something that DOESNT match, and then use /setident after /oper or use a services set vident
