RC Hosting Suggestions Needed

Hello,
I am developing a proprietary IRC client application, in order to create a private chat community. I do not want to link up to uther IRC servers, channels, etc., just my own network.
I would appreciate if someone could advise me on where to host a IRC server for, lets say, 10.000 users.
I repeat that I do not want to link with ANY other networks, in fact I want to prevent users that are using aplications like mIRC to connect to my server. Only users who have my (free) application will be able to connect here.
I kindly wait for any suggestions.
