I got an UnrealIRCd server running on a machine and I am renting a webserver. I was wondering, is it possible to install winbnc (or the nix version) on that webserver and make the UnrealIRCd server use it when I only got FTP access to the webserver?

BNC has nothing to do with running an IRC Server. And furthermore, we're not going to help you break your webhosters rules. If they sold you webhosting, then webhosting is what you have, not a shell account.
