why do some users get +N and +a mode yet they normal users not added to services or o-lines

[09:51:35] <@ConnectServ> REAPER is now a Server Administrator (+A) on Coolchat.bhasirc.com
[09:36:03] <@ConnectServ> SiAucHeN is now a Server Administrator (+A) on Coolchat.bhasirc.com

but if i whois them i get this
REAPER is [email protected] * CoolChat Mobile_Usr
REAPER is using modes +iwr
REAPER is connecting from *@vc-41-19-136-251.umts.vodacom.co.za 41.19.136.251
REAPER is a registered nick
REAPER on @#CoolIRC +#Jmirc @#MetroIRC @#ops.team @#Christian @#amoyair @#Nawtychat @#flirt @#Fun ?@#ops @#Teenz @#Serenity @#pornstarz @#CoolChat

REAPER End of /WHOIS list.

is this a bug coz i have checked everything i just cant see how they get this mode

Looks more like a bug in ConnectServ than Unreal.

Assuming that WHOIS was done AFTER you got the notification from ConnectServ, there is no indication in WHOIS about that user being a Nework Administrator.
