IRC server is only showing the users who join after them.

'Kay so, I'm running UnrealIRCD 3.2 with the latest version of Anope.
When a user joins the channel, they can only see the users who join the channel after them. I I type /list, I can see the number of users total in the channel, but in the nicklist, I can only see the ones who join after me.
Does anyone know why this is happening, and what I can do to fix it?
