How to change the topic character limit. its now 307.
i want 1000 xD
How to change?

See TOPICLEN in include/struct.h and recompile (oh ok, you're on windows, so that will be fun ;p).
However, 1000 is not possible. 500 is not possible either... due to the irc buffer limit of 512 (including \n).
The exact limit would be dynamic, as it depends on your nickname, ident, hostname, channel name.
There's not a whole lot of extra characters you can push out of it, maybe 50, or 100 characters extra if you're lucky

I have already explained to you why everyone gets the same IP... twice.
For your reference, I am quoting the expanded explanation from the support channel below.
[12:31:46] <Stealth> everyone connecting is getting your router IP because they are inside your LAN
[12:33:09] <Stealth> when people connect from outside your LAN, you see everyone with a different IP because your router forwards it. If you connect from inside your LAN to your outside IP/host, you see the router's IP because that's the shortest external path to your server
[12:33:41] <Stealth> so since you're on a LAN, connect to the LAN IP of your server
