cloak.dll - a bunch of problems

Cloak.dll is being a real pain here.
At first, the installer for some reason was unable to place cloak.dll in the modules folder. I managed to get it in there later, only to find out it doesn't work.
It said something like "Perhaps this is an old version you did not recompile?" or something similar.
I got another copy of cloak.dll off of someone else, and it said the same thing.
Then I extracted cloak.dll from the installer exe myself and placed it in the modules folder only to receive this new error:
