I want to know how i can allow people to use the nick twice like this who and Who

is it possible to editing anything like that, im not sure im new at this help me

No you cant, nicks are not case sensitive, this is intentional so there is less confusion about valid targets for messages. So NICK, Nick, nIck, niCk and nicK are all exactly the same.
