can any one tell how to fix this http://pastebin.com/QrceMviz i have set it to 5000 users

To fix this you will need to recompile UnrealIRCd, and during ./Config answer 100 for the question "How many file descriptors (or sockets) can the IRCd use?" as 100 is the maximum your shell allows. If you want to allow more then 100 you will need to ask your shell host.
