Is there a module (or is it possible to have one made) which will hide certain users with a certain usermode from nicklists, who and names in channels?

no. Usermode +i hides users from other non-opered users not in common channels. To hide a user from other users in the same channel is unethical, it's the same thing as the old umode +I (capital i). It's considered spying and is no longer an option with Unreal.
