wircd.exe stops right after execution (Win32)

I have reinstalled Win 7.
When ever I execute wircd.exe with a valid unrealircd.conf, it starts- then immediately exits. If there is an error with unrealircd.conf, it starts up showing the errors. I have tried the service, but it will not work.
