this is what i got count all channels have 200 user do net stats have 310
where are the 110 at and can i move them into a channel or remove from net ?

They probably havent joined a channel, I cant think of any way to get the ircd to remove them, try setting set::auto-join to a channel you want all new users to automatically enter.

Other than that, I really dont have any ideas

But remember, users can just /part if they want.

JessieJames: They arent harming anyone. They are probably private-messaging each other. I have a friend who does this with me, he connects to my net, doesnt join any channel, and PMs me if I'm on (/watch yay ).

So, don't be TOO paranoid. Unless they are actually doing bad stuff. Like joining channels and spamming or whatever.

I believe there is a /who flag that will list all users NOT on channels on the todo list.

That would be cool. Probably should be oper-only though, especially on a large net.
