Connection Throttling

Ok, I'll try to make myself clear; Is there the possibility to delay (or throttle) unique connections to Unreal? There is the throttle block that throttles repeatetive connections from the same IP, but I want to throttle unique incomming connections, so I don't get high spikes in bandwidth and process usage. I've been flooded twice (and null routed) now due to excessive connections to my IRCd.

On a different note, is there a ban version list maintained like the spamfilter list for things like xdcc catcher, irc ork, war bots/scripts, infected clients?

Vanilla UnrealIRCd doesn't have this. This discussion should be continued further in the Modules section, because there could be something there (and if not, someone could be persuaded to write something - and no, that someone isn't me, I know nothing about coding).
