Making localhost immune to all throttling

How do I make connections from localhost be completely immune to all throttling?
I presently have localhost added to a throttle except, immune to tlk and ban exceptions, and I have localhost connections added to a special connection class with generous limits.
But I was recently assaulted by a clone flood, and BOPM wound up getting throttled in how fast it could zline. I also noticed my own local connection being throttled to one command every two seconds.
How do I give localhost a bypass on:
1. immunity to receive and send queue size limits (currently connection class is giving a finite but generous limits)
2. immunity command rate limitations
3. immunity to throttling of any kind
I've tried all the easy stuff but I can't figure out how to give both myself and BOPM unlimited command rates.
What am I missing?
