I made a new service for Unreal3.2.xx but it is for Windows only

Changes since 1.3.6:

- support for owner, admin, halfop mode
- nick reservation
- global command

Good good, I'm actually thinking of pinching your idea for database stuff. Not the most efficient thing in the world, but it'd make miagration to mysql easier...

That said, I still think that an incorrect syntax of a command should return the correct syntax, or at the very least, a "invalid syntax" error.
