Link Cancelled Spam

I have a network with 11 Servers. All of a sudden 1 has started going bonkers. It is connected to the net, yet it constantly get's the following message:

*** Notice -- Link [@x.x.x.x.48458] cancelled, server hub.xxxxx already exists from hub.xxxxx

I have already done the following steps.
1) Removed all of the autoconnects from every server
2) NTPD on the server having the issue. It was -160 seconds, but now fixed.
3) Restarted the server several times.

I have been working with Unreal for nearly 10 years, and I have to say this is honestly the first time I have had an issue like this. What I need to really know about the issue, is when this notice pops up. Is it the receiving end, or is it the notice it get's when it try's to connect to the hub.

***Additional notes***
If I squit the server from the hub, it disconnects, however the server still shows it's connected as if the server jupiterd the hub.

Scratch that. It appears the the hub, even though connected to all the servers is trying to connect to them. I don't understand though, as I have turned off autoconnect yet it still happens. But it is trying to connect to EVERY server.

Could this be cause by using the same SSL certificate on all servers?

Further Troubleshooting:

Changed connfreq to 120 secs on hub
Changed connfreq to 600 secs on all leafs

Regenerated a self-signed cert on hub

The CA signed certs on the leafs is irc.xxxx with 4096 encryption (All the same cert). I'm wondering if the 4096 or the fact that they are all the same cert is the issue.

autoconnect has been disabled on all servers, and shows that it is disabled in /stats c on all servers

Once again, here is the message showing on all of the leaf servers

*** Notice -- Link [@<hub ip>.34320] cancelled, server hub.xxx already exists from hub.xxx

Try: /map

If the server in question is listed, then its already connected as the error message states.

That is the issue. The servers are all connected. But my question is, why does it continue to try to connect even though they are all connected together.

What I'm really want to know, is if it the hub trying to connect to the servers, or are the servers trying to connect to the hub. IOW. When this message occurs, which side is trying to make the connection.

Someone had booted a test server on the same box as our hub, and it was trying to autoconnect. Simple mistake that was overlooked until I ps aux'd
