how do you put icon next to official rooms in channel list?

Short answer: You cant. IRC is text only and thus can't use icons/emoticons.

Work around:
1> Place the names of your official channels in your motd.
2> Prepend a character or blurb to the topic so it appears near the name of the channel.
3> Use force join to drop users in your Official channels (While possible, this is *NOT* a good solution)

my other question I added official room to the unrealircd and it shows on the list but when join the room created is this how it ment to be?

Yes. The Official Channels block only puts the room in LIST. If you want other things (topic, op/deop, modes, whatever), you need to use your services to set the options you want. Other than that, it is just a normal channel.
