If you look at the docs for Unreal there is a optional block you can add to the unreal.conf to make it create static (official) channels.. I added this to my v 3.2,10.2 and when i rehashed it and checked there were indeed channels in the /list which i had added to the config
even though there were "0" users in them.. This might be a handy thing to use and it is real simple to do..

4.34 - Official Channels Block OPTIONAL
Syntax:

};
Official channels are shown in /list even if no users are in the channel. The topic is optional and is only shown in /list if it has 0 users.
