Some IRC Server Question

Hi all again me 
I have a little question about IRC. My english so bad i searched in google also read some example configuration but cant understand very well
1. what is this operclass.default conf ? And how can i fill it ?

2. I have same conf files in anope directory. For example nickserv,chanserv,openserv and others. How it works is that files? For example

3. I want use some some channel=>WOP, announce and help. I dont want people open any others channel. How can i disable it ?
4. I dont want any people get voice. Only if i give them in channel, they will have voice status. How can i configure it ?
