i got some one that make a hell for the others people on my chat but my problem is that he got a dynamic ip but his provider is like some chatter the same

This has nothing to do with spamfilters, unless you intend to make one for
IDENTIFY nickpass
that matches private messages (to nickserv)

Jason, no spam filtering is done in parameters of alias commands. Anything you type after /identify is sent to the configured recipient (usually to NickServ) as is.

This is in the hope his logon script (hopefully he uses one so it glines on connect and he doesnt realize its on identify) would have /msg nickserv rather than /ns or /nickserv
