is there a way to tell the config file that if a mobile device is on wifi it will allow it to connect but not on mobile data, if not is that something that you are looking into...a lot of trolls are using mobile devices and as soon as you ban them they are getting another ip address from the cell node...just a thought

I don't think services or ircd can see/know if an IP is from a mobile or not. It depends on ISP and its ASN, you'll need a way to get more info about the IP ans some ISP who do fixe & mobile won't have separate slots nor info.
