WebPanel 2.0 Beta Release

Hi everyone
Today is the day! The beta version of the next UnrealIRCd WebPanel has been released and is available for testing.
You can find a link to download from my personal repo here, with setup/installation instructions in the README, for those who would like to test.
For those who would prefer to wait until the beta period is over, I am aiming to make a real release somewhere between December 25th and December 31st, depending on how well testing goes.

Note: Historic stats aren't currently working due to unpushed changes to UnrealIRCd. Instructions on how to add it for testing will be provided soon.
